The main goals of web developers are, in order:

1. To please your boss
2. To please the client.

You may think these goals have nonentity to do with what practical tools to use, but that is not the case. In general, your boss would favor that you complete the job as efficiently as likely, and the client generally wants the most sustainable site possible. Both of these needs are web development what gives rise to the saying "never reinvent the wheel". So excluding there is some intervening aim to create software from scratch, use what is previously out there.
